I exclusively represent sovereign States and State-owned entities before the world's principal dispute resolution bodies. As a member of the firm's International Litigation & Arbitration Department, Harout Ekmanian focuses his practice on public international law and international arbitration. Dual trained in the common law and civil law traditions, Harout also practices both investment and commercial arbitration before most major arbitral institutions. Harout is experienced in matters involving Europe, the Caucasus, the Middle East, North Africa and Southeast Asia in a diverse range of sectors such as energy, construction, technology, telecommunications, and supply chain. Prior to joining Foley Hoag, Harout practiced international arbitration at a leading international law firm in New York. Harout has counseled, lectured and published in a wide array of topics of public international law including international human rights law, international humanitarian law, international criminal law, and international economic law. He previously served as an Advisor to the Permanent Mission of a UN member state to the United Nations in New York on various public international law issues.
