David currently serves as one of five appointed commissioners to the City of Gulfport’s Redevelopment Commission, the urban renewal agency of Gulfport, Mississippi. Q&A Expand All Collapse All What types of clients do you represent? I represent public and private clients involved with complex economic development projects and other commercial transactions. What type of matters do you work on most often? I most often work on commercial leasing and negotiating and drafting transactional documents associated with major projects and compliance with federal and state regulations related to those projects. How are you involved in your community? I serve as general counsel to the Mississippi Gulf Coast Chamber of Commerce. I am also a commissioner on the Gulfport Redevelopment Commission, the urban renewal agency of the City of Gulfport, Mississippi. What do you find most exciting about your work? Seeing the implementation of a project with which I have been involved and knowing that it will have a meaningful impact on the lives of people in my community. (2022-present) Representation of a public utility in negotiations to purchase all street lighting assets of a major metropolitan city. (2021-present) Represented a public utility in negotiations for a $200 million electric resiliency project for a major commercial airport. (2018-2021) Representation of a public economic development agency in connection with economic development projects with a cumulative value of public and private investment in excess of $1 billion. (2008-present) Represented client in the negotiations for the design, engineering, and acquisition of hydropower turbines for a hydroelectric generating facility (2020-2021) Represented an electric generating company in a $334 million transaction related to acquisition of and represented a public utility in purchases of fuel stock and related transport electric coal-fired generating facility. (2011) Served as buyer’s and closing counsel in connection with an economic development project involving the public purchase and leasing of a $32 million shipbuilding facility. (2015) Represented a state agency purchaser in connection with the $31 million acquisition of electric gantry cranes for a commercial maritime port. (2014) Represented the purchaser and served as closing counsel in a complex transaction involving the merger and acquisition of the real and personal assets of a $3+ million regional water utility. (2013) Represented lessor in negotiations and development of a long-term commercial lease transaction with a Fortune 500 company. (2016) Represented the seller in the negotiation and development of offtake agreements for the sale of chemical byproducts valued in excess of $1 billion.
