Hiring Agency Energy & Environment Cabinet | Office of the Secretary Location 300 Sower Blvd Frankfort, KY 40601 USA Description The Kentucky Energy and Environment Cabinet's Office of Legal Services protects human health and the environment by enforcing state and federal environmental laws such as the Clean Air Act, the Resources Conservation and Recovery Act, Clean Water Act, and the Surface Mine Reclamation and Control Act. Through this combination of state and federally delegated authority, it works to ensure human health and the environment are protected while providing a regulatory framework for major and minor industries and government entities involved in resource production and refinement, waste management, drinking water and waste water treatment, dam safety, power generation, and many others. The agency may authorize the selected applicant to telecommute. The agency may terminate or modify the telecommuting arrangement at any time. Responsibilities may include, but are not limited to: <ul> <li>Practice environmental and natural resource cases in both administrative and judicial forums. This practice can take the form of both prosecution against violators and defense of agency decisions. </li> <li>Draft and review complex legal memoranda and other documents. </li> <li>Research and advise agency management and staff concerning highly technical legal, procedural, and policy matters that arise. </li> <li>Represent Cabinet agencies on other legal matters such as property cases, collection cases, foreclosure cases,bankruptcy cases, and others. </li> <li>Provide legal review of proposed legislation, regulations, agency contracts and memoranda of agreement/understanding.</li> </ul> Preferred Skills and Abilities: <ul> <li>Reliable team player with a minimum of two years of legal experience </li> <li>Self-motivated with excellent time management skills </li> <li>Strong research skills </li> <li>Excellent oral and written communication skills </li> <li>Available for limited travel and occasional overtime.</li> </ul> Minimum Requirements EDUCATION: See Special Requirements. EXPERIENCE, TRAINING, OR SKILLS: Must have two years experience as a licensed attorney in the practice of law. Substitute EDUCATION for EXPERIENCE: A Master of Laws degree (LL.M.) will substitute for one year of the required experience. Substitute EXPERIENCE for EDUCATION: NONE SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification.
