<div id="jobDescriptionText" class="jobsearch-jobDescriptionText"><div> <div> <h2 class="jobSectionHeader"><b>Duties</b></h2> <p>The Associate General Counsel for Office 1 serves as an advisor to the General Counsel and Deputy General Counsels, and coordinates with the Associate General Counsels on important and novel legal matters in the assigned areas of responsibility. The incumbent serves as advisor to the Commissioner and Deputy Commissioners and other top SSA officials on significant and novel matters concerning their powers and responsibilities under various statutes, regulations, executive orders, and proclamations, which affect business activities and administrative management operations of the Agency, are national in scope and impact, and have the potential to set precedent or otherwise affect departments and agencies of the Executive Branch.<br> <br> The AGC, OGL renders legal services relating to budget, appropriations and fiscal matters, the organization and management of the Agency, employment, compensation, travel, training, administrative claims, contracts, and claims thereunder, procurement and procurement policies, grants administration, information disclosure, civil rights, security, civil defense, environmental issues, patents and copyrights, and excess and surplus property programs.<br> <br> The incumbent provides and supervises a wide variety of activities related to all phases of the development, coordination and direction of non-program, non-personnel litigation. In preparation for, or conduct of, court actions, administrative hearings and other legal proceedings, the AGC, OGL coordinates and cooperates with the Department of Justice headquarters, the United States Attorneys' Offices, the General Counsel, Deputy General Counsels, and Associate General Counsels, as well as the legal staffs of other Federal and State agencies, as appropriate. </p> </div> <div> <h2 class="jobSectionHeader"><b>Requirements</b></h2> <h3 class="jobSectionHeader"><b>Conditions of Employment</b></h3> <p>U.S. Citizenship is required.<br> <br> In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). </p> <div> <h3 class="jobSectionHeader"><b>Qualifications</b></h3> <div> As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under <b>Executive Core Qualifications</b> and <b>Mandatory Professional/Technical Qualifications</b>. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. <br> <br> You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive.
