<div id="jobDescriptionText" class="jobsearch-jobDescriptionText" dir="ltr"><div> <div> <div> <b>Description</b> </div> <p></p> <div> <div> <b>Assistant Law Director</b> </div> <div> <b> Police Accountability Team</b> </div> <div></div> <div> <br> The Mayor’s Office is building a team that will provide continued support to the Cleveland Division of Police (“CDP”) to fully comply with a 2015 Consent Decree aimed at strengthening the City’s police force. The Mayor’s Police Accountability Team (“PAT”) works to facilitate an objective and thorough review process of the Consent Decree and assist with its implementation. The goal is to achieve successful compliance, continuous review, and collaboration with CDP. Objectives will include policy review, updates, audits, and critical data analysis to capture results and make recommendations for appropriate modifications to ensure best practices going forward, post Consent Decree. <br> <br> The City of Cleveland's Department of Law seeks an attorney to provide legal support and expertise to the PAT and to support the continued implementation efforts on the Consent Decree. Under the direction of the PAT Executive Director, the attorney will be a critical component to the City’s police reform work. A strong work ethic, passion for public service, and strong academic credentials, research and legal-writing skills are required. Ohio Bar membership in good standing is required. The ideal candidate must be hard- working, technically proficient, and able to analyze complex issues of law all while working well as a team member in a fast-paced environment. </div> </div> <p></p> <div> <b>Examples of Duties</b> </div> <div> <p><b>Primary Duties:</b></p> <ul> <li><br> Assist the PAT with Consent Decree compliance efforts by reviewing and analyzing CDP’s policies, practices, and training to compare inputs and outputs</li> <li> Assist with drafting and filing Court documents related to the Consent Decree</li> <li> Review Monitor reports, Consent Decree and assist with court required presentations</li> <li> Interface and participate in regular correspondence with CDP, Department of Public Safety, Department of Law, Community Police Commission, Consent Decree Monitoring Team, U.S. Department of Justice and other stakeholders in the City’s Police Reform agenda.</li> <li> Support the division’s efforts in change management by using technology and data.</li> <li> Present at public meetings on reform efforts, and assisting and directing Team with in-reach and outreach.</li> <li> Other duties as assigned by the Executive Director of the PAT, Law Department Leadership, or the Mayor’s Office.</li> </ul> </div> <p></p> <div> <b>Minimum Qualifications</b> </div> <p></p> <div> <ul> <li>Juris Doctor degree from an accredited law school</li> <li> Law enforcement, prosecutorial or criminal defense background; public administration, data analytics/research, or project management focus is a plus.</li> <li> 3+ years as a practicing attorney.</li> <li> Excellent interpersonal skills, including ability to work independently and in a team setting, and effectively collaborate with a variety of stakeholders.</li> <li> Efficient, organized work style and proficiency in prioritizing and multi-tasking quickly.</li> <li> Strong written and verbal communication skills.</li> <li> Good organizational skills to handle multiple projects simultaneously.</li> <li> Excellent legal analytical and research skills</li> <li> A valid State of Ohio driver’s license is required.</li> </ul> </div> <p></p> <div> <b>Supplemental Information</b> </div> <div> <p><b>Preferred Qualifications:</b></p> <ul> <li><br> Professional performance auditing, analytical, or policy work experience;</li> <li> Licensed to practice law in federal court (Northern District of Ohio), or ability to obtain license within 6 months of hire.</li> <li> Knowledge of constitutional criminal procedure and law enforcement best practices.</li> <li> Experience utilizing enterprise reporting tools (e.g.: Crystal reporting, Sequel Server Reporting Services, Analytics Software) to extract and analyze data from information systems).</li> <li> A working knowledge of SharePoint and Microsoft Suite and project planning software</li> </ul> <b> </b> <br> The candidate hired for this position will display a broad knowledge of law enforcement, criminal law and policy drafting, review and analysis of General Police Orders as well as knowledge of principles and practice in project implementation and comprehensive experience in data analysis and audit performance, with strong interpersonal communications skills. <br> <br> <b>**In addition to your completed application, please submit a cover letter, résumé, 3 references, and two writing samples to Mark Griffin, Director of Law, City of Cleveland Department of Law by email to </b>jhumphrey@clevelandohio.gov </div> </div> </div> <p></p> <br> <div> <div> <div> <p>The City of Cleveland makes available a variety of benefit options depending upon your employment status and any applicable union membership.
