To assist in leading ongoing operational strategy and alignment with corporate and departmental strategic goals. To assist senior management in developing action plans for operational improvement. <br> <br> This role may be specialized in areas such as CFPB and NCUA regulations related to electronic payments, UDAAP, and deposit accounts, BSA/FinCEN/OFAC/Treasury regulations, Human Resources and Americans With Disabilities Act, and finance/accounting regulations , as well as other areas relating to credit union business activities. Additional monitoring of state law in these and other relevant areas is required. <br> <br> <b>Responsibilities</b> <br> <br> <ul> <li>Oversees the analysis of new and existing federal regulations, states laws, rules and other applicable requirements to ensure that Navy Federal is in compliance with established standards</li> <li>Acts as a subject matter expert with Navy Federal business units to ensure regulatory compliance in order to facilitate, improve, and strengthen business operations</li> <li>Supervises the Compliance Analysts and Senior Policy and Compliance Officers charged with ensuring products, services, and operations are in compliance with all legal and regulatory requirements,reviewing proposed and final federal regulations and regulatory guidance, and to ensure timely delivery of quality services</li> <li>Performs managerial duties related to human resources issues and team development</li> <li>Selects, assesses, rewards, counsels and develops team members</li> <li>Develops operational strategic plan; identifies and addresses areas of significant risk and evaluates overall effectiveness of operations</li> <li>Works closely with Savings and Membership, Security, Marketing, Correspondence, Information Systems, Procurement/Vendor Management, Office of General Counsel, and other departments</li> <li>Represents Compliance on cross-functional working groups pertaining to various subject matters, coordinating with other subject matter experts as necessary</li> <li>Employs technical compliance expertise to resolve complex compliance issues</li> <li>Works on complex issues requiring in-depth knowledge of organizational objectives</li> <li>Coordinates and supervises review and analysis of federal and state regulatory compliance efforts,</li> <li>Identifies existing and new issues pertaining to corporate compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented</li> <li>Prepares responses to regulatory requests for comments, as well as letters and correspondence to support Navy Federal’s positions and proposals and maintains existing policies and procedures</li> <li>Oversees and prepares correspondence to Congress and federal regulators, for the President's signature, to express Navy Federal’s position on proposed legislation and regulations</li> <li>Develops strategic implementation plans to ensure cohesive efforts across business units for new and ongoing enterprise-wide initiatives</li> <li>Leads operational/business analysis and action plans for operational improvement</li> <li>Provides guidance on issues having department and/or organization-wide impact</li> <li>Keeps their AVP of Compliance and the business units they work with apprised of compliance status</li> <li>Responds to General Counsel and senior management requests for specific compliance interpretation and/or application of laws and regulations</li> <li>Collects, compiles and prepares reports and data for management decision making</li> <li>Ensures compliance with all applicable statutory requirements and Navy Federal policies, procedures, rules, regulations and values</li> <li>Sets direction for, and enforces consistent execution of corporate and division strategy through adherence to set objectives, goals, policies and procedures</li> <li>Provides insight and individual business unit perspectives to help facilitate and strengthen operations’ compliance-related decision-making</li> <li>Ensures effective management of projects from inception through implementation</li> </ul> <br> <b> Qualifications &amp; Educational Requirements</b> <br> <br> <ul> <li>Bachelor’s Degree</li> <li>Extensive experience that demonstrates an excellent understanding/ability to interpret and apply legislative, regulatory, state, and other compliance guidelines</li> <li>Ability to analyze highly complex concepts and articulate logical, coherent, workable solutions and procedures</li> <li>Expert planning, organizational and problem solving skills</li> <li>Expert analytical, reconciliation and deductive reasoning skills</li> <li>Advanced interpersonal, verbal and written communication skills</li> <li>Advanced skill in dealing tactfully and diplomatically with all levels of workforce and management</li> <li>Extensive project management and supervisory experience directing/facilitating the work of others</li> <li>Expert skill to exercise initiative, good judgment and make sound decisions</li> <li>Expert skill to anticipate needs, to execute appropriate project management functions and to document, track and report project status for the management team</li> <li>Expert skill in the use of PC's, spreadsheet, word processing</li> <li>Expert skill and demonstrated experience in people leadership</li> </ul> <br> <b>Desired Qualifications and Education Requirements</b> <br> <br> <ul> <li>Master's Degree or other advanced degree in a related field, or the equivalent combination of training, education and experience</li> <li>Juris Doctor (JD) from accredited law school and currently licensed to practice law</li> <li>Familiarity with Navy Federal’s functions, philosophy, operations and organizational objectives</li> <li>Expertise in group leadership</li> <li>Working knowledge of NCUA, CFPB, UCC, Regulation E (Electronic Funds Transfer Act), Americans With Disabilities Act, Regulation CC, Bank Secrecy Act, Human Resources laws and regulations, Americans with Disabilities Act, Vendor Oversight and other Non-Lending laws and regulations applicable to federal credit unions.</li> <li>Familiarity with contract negotiation.</li> </ul> <br> <b> Hours: </b>Monday - Friday, 8:00AM - 4:30PM <br> <br> <b>Location: </b>820 Follin Lane, Vienna, VA 22180 | 5550 Heritage Oaks Dr. Pensacola, FL 32526 <br> <br> Navy Federal is now hybrid! Our standard enterprise requirement for a hybrid schedule is to report on-site 4-16 days each month. You will learn more throughout the hiring and on boarding process. <br> <br> <b>Salary Range: </b>$113,200 - $193,600 annually <br> <br> Navy Federal Credit Union assesses market data to establish salary ranges that enable us to remain competitive.
