**Description** Under the limited supervision of the Executive Board Chairperson of the Legislative Council, provides legal and administrative support regarding all administrative, management and policy issues. $73,653 to $122,776 dependent on education and experience Work hours: 8-5, Monday - Friday Job location: State Capitol, Lincoln, NE **Examples of Work** Essential job duties Advises chairperson and members of the Executive Board on all matters relating to the administrative, management and policy issues affecting the Nebraska Unicameral. This includes but is not limited to legal matters affecting the Legislative Council, human resource issues and internal operating matters. Responds to all human resource questions from legislators and legislative staff. This includes but is not limited to family and medical leave, grievance procedures, salary appeals, harassment claims and staffing issues. Researches, drafts and implements internal policies pertaining to the Legislative Council. Oversees all activities and information requests involving the Executive Board's activities, policies and procedures. Drafts bills and amendments that affect the business of the Legislative Council. Researches, summarizes and analyzes all bills and constitutional amendments the Executive Board public hearings. Assists with new session organizational issues such as new staff orientations and office assignments,. Participates in Reference Committee meetings to refer bills and resolutions to the appropriate standing committee. Responds to physical environment issues and advises the Coordinator of Legislative Services and the Legislative Business Manager. Performs other duties as assigned. **Qualifications / Requirements** REQUIREMENTS: This position requires graduation from a recognized law school plus a license to practice law in the State of Nebraska and six (6) years of experience as a legal counsel within the Legislature or an equivalent position. At least two (2) years previous experience must include supervisory responsibilities. **Knowledge, Skills and Abilities** Knowledge of: employment law; case and statutory law; procedural law rules and regulations; research techniques; the structure and operation of the Unicameral and its divisions; the legislative process; legislative rules; conventions of bill drafting; legislative hearing procedures; the structure and operation of state government; legal memo and brief preparation. Ability to: communicate effectively at many levels; summarize complex and voluminous data into a concise format (written or oral); present information to groups with diverse backgrounds; interact well with a diverse group of people; organize and plan work; work independently with minimal supervision; work under pressure; define and analyze problems; and maintain confidentiality.
