Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public. <br> <br> The primary purpose of the Legal Officer, Research position is (1) to serve as in-house legal and regulatory expert on research compliance, research oversight and quality assurance and (2) to assist the Senior Legal Officer &amp; Executive Director, Research Compliance in providing the strategic vision for the research compliance and research oversight and quality assurance programs throughout the organization. To that end, the Legal Officer will: (a) serve as in-house legal and regulatory counsel on matters related to research compliance and research oversight and quality assurance (including NIH, CPRIT, FDA, NSF, PHS and other federal and state authorities' laws and rules governing research); (b) work closely with the Senior Legal Officer &amp; Executive Director, Research Compliance on research compliance and research oversight and quality assurance matters; (c) attend, serve on, and/or support various compliance committees, including the Executive Research Compliance Committee; (d) assist in the development of policies and procedures related to research compliance and research oversight and quality assurance matters; and (e) assist with or perform compliance investigations and determine corrective actions related to research compliance and federal and/or state law violations. <br> <br> JOB SPECIFIC COMPETENCIES <br> <br> Serving as Legal and Regulatory Counsel <br> <br> Providing legal research, analyses, and guidance research compliance, research oversight and quality assurance issues, other federal and state authorities' laws and rules governing research, and non-research FDA-regulated activities including those of the Blood Bank and Center for Advanced Biomedical Imaging. <br> <br> Provide legal research and analysis for complex compliance-related issues. <br> <br> Providing legal and regulatory compliance advice and counsel to stakeholders. <br> <br> Monitor and analyze new legislation/regulations/initiatives and their effect on MD Anderson, for purposes of education and to serve as a resource to the Senior Legal Officer &amp; Executive Director, Chief Compliance and Ethics Officer or the Deputy Chief Compliance Officer. <br> <br> General Program Activities and Assistance <br> <br> Assist the Senior Legal Officer &amp; Executive Director, Research Compliance in matters related to the research compliance program and the research oversight and quality assurance program, as well as delivering training programs, curriculum projects, or special projects in these areas. <br> <br> Assist in development and oversight of policies and procedures critical to an effective research compliance program and research oversight and quality assurance program. <br> <br> Conduct and/or oversee investigations of complaints of noncompliance with research compliance policies, procedures, and standards investigations, audits, and other assurance reviews. <br> <br> Assist with corrective action and disclosures to federal and state regulatory agencies. <br> <br> Assist with conduct and management of periodic institutional risk analysis and monitoring program with respect to research compliance risks. <br> <br> Assist in the development and management of research compliance awareness programs, general compliance communications, compliance educations, and the compliance website. Conduct specialized trainings. <br> <br> Other Duties as Assigned <br> <br> Performing special projects and/or other duties as assigned or as requested by the Senior Legal Officer &amp; Executive Director, Research, Chief Compliance and Ethics Officer or the Deputy Chief Compliance Officer, including, without limitation, assisting other parts of the Compliance Program on legal and regulatory matters, and assisting with investigations or reviews. <br> <br> Compliance Representative Serving as compliance representative on Institutional and University of Texas System Committees as requested. <br> <br> REQUIREMENTS <br> <br> Education: Bachelor's degree and Juris Doctor (J.D.) <br> <br> Preferred Education: Master's degree or Ph.D. in a biomedical science. <br> <br> Certification: Licensed to practice law by the State Bar of Texas, or currently licensed in another state with eligibility in the State of Texas. <br> <br> Experience: Four years of experience as an attorney in a law firm, health care organization, academic medical center or related entity. Strong organization and communication skills applicable to a highly diverse environment and clientele.
