<div id="jobDescriptionText" class="jobsearch-jobDescriptionText jobsearch-JobComponent-description css-1x2lix0 eu4oa1w0"><div> <div> <h2 class="jobSectionHeader"><b>Duties</b></h2> <p><b>This is a temporary position with a term of one year and one day.</b> There is potential for this term to be extended depending on workload and funding.<br> <br> <b>About the Role</b><br> <br> The Attorney Advisor, Office of Workplace Relations (OWR), reports to the Director of Workplace Relations (DWR) for the Ninth Circuit. The incumbent will assist the DWR in various circuit-wide efforts related to workplace relations initiatives, goals, and education. The incumbent will also assist the DWR in providing various services to individual courts or court units (e.g., probation, pretrial services, and defender services offices) upon request, including written or oral surveys of staff, leadership or management coaching, and facilitating workplace communication. The incumbent will provide expert guidance on EDR and workplace relations issues.<br> <br> <b>Representative Duties</b> </p> <ul> <li>In coordination with the DWR, Deputy DWR, and other OWR staff, work on all aspects of the Ninth Circuit's workplace relations efforts for judicial employees, including strategic initiatives, communications, programming, training, and guidance.</li> <li>Provide court units with sound advice, expert guidance, and recommendations on workplace relations, including best practices developed from evidence-based research, and coordination of internal and external resources.</li> <li>Assist the DWR in developing and directing in-depth training to judges, court unit executives (CUEs), supervisors, and judiciary personnel on workplace relations topics, including management best practices, leadership, communication, handling difficult conversations, etc.</li> <li>Serve as an expert on workplace relations-related issues for the Judicial Council and its committees, and for the Court of Appeals. Staff Judicial Council committees as assigned and conduct research, analyze alternatives, prepare appropriate recommendations, and identify courses of action on matters submitted to Judicial Council committees.</li> <li>In coordination with the DWR and Deputy DWR, assist in implementing the Ninth Circuit EDR Policy and related employment policies throughout the circuit.</li> <li>As a backup to the DWR and Deputy DWR, provide confidential advice to employees pursuant to EDR Policy.</li> <li>Assist the DWR and Deputy DWR to resolve workplace conduct matters. Serve as a fact-finder or mediator of employment disputes in court units throughout the circuit and resolve issues through facilitated negotiations.</li> <li>Provide employees, judges and local EDR coordinators circuit-wide with expert guidance on the EDR Policy, including explanations of processes, timelines, potential outcomes, and any applicable limitations.</li> <li>Collaborate with other members of the Office of Workplace Relations to develop training or programming in response to EDR complaints.</li> <li>Other duties as assigned.</li> </ul> </div> <p></p> <div> <h2 class="jobSectionHeader"><b>Requirements</b></h2> <h3 class="jobSectionHeader"><b>Conditions of Employment</b></h3> <p>Must be a U.S. citizen or permanent resident in the process of applying for citizenship. Successful applicants are provisionally hired pending results of background investigation and fingerprinting. Positions with the U.S. Courts are "At-Will," Excepted service appointments, and may be terminated with or without cause by the OCE. Employees are required to adhere to the <i>Code of Conduct for Judicial Employees</i>. Direct deposit of pay is required. The OCE serves the Court of Appeals as well as all of the District Courts, Bankruptcy Courts, Probation and Pretrial Services Offices, and Federal Public Defender's Offices within the Ninth Circuit.<br> <br> The OCE was created by statute to provide professional administrative staffing to circuit councils, which are composed primarily of judges engaged full-time in deciding cases. The OCE provides administrative support to the Judicial Council of the Ninth Circuit and its various<br> committees. It also provides direct services to all judicial court units within the Circuit. All OCE responsibilities flow from directives of the Judicial Council or the Chief Judge of the Ninth Circuit.
