The attorney provides Department-wide legal support by researching, analyzing and interpreting tax-related statutes, rules, and case law; drafts information letters, private taxpayer rulings, notices, general rulings and procedures, and other documents as necessary; researches, analyzes, and prepares recommendations for new statutory changes to tax law, and drafts administrative rules regarding TPT and Excise Tax.</p> <p><br> This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.</p> <p> The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.</p> <p>Job Duties: Attorney 3 (Tax Policy) job description.pdf </p> <p>For more information on the essential functions of this position, please review the attached job description. </p> <p>Knowledge, Skills &amp; Abilities (KSAs): </p> <b>Requirements</b> <br> Education &amp; Experience <br> Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as a Doctor of Jurisprudence degree (J.D.) training, coursework, and work experience relevant to the assignment. <br> <br> <b>Licenses &amp; Certifications</b> <br> Valid license to practice law in the State of Arizona <br> <br> <b>Knowledge/Understanding</b> <br> <ul> <li>Knowledge and understanding of Arizona Revised Statutes Title 42, administrative rules, Model City Tax Code, tax rulings, tax procedures and Departmental policies.</li> <li>Knowledge of general principles of law which relate to and impact upon tax issues. </li> <li>Knowledge of general principles of law relating to state and local tax Issues.</li> <li>Knowledge of state and Federal Statutes relating to tax matters,Supreme Court Rules of Procedure and sources of legal research of both case law and tax matters.</li> <li>Understanding of procedures involved in contested hearings and appeals to the Hearing Office, Office of Administrative Hearings and the Director.</li> </ul> <br> <b> Skills</b> <br> <ul> <li>Superb verbal, written, and listening communication skills</li> <li>Strong proficiency in the English language and with business, legal, and professional writing</li> <li>Strong writing and editing skills</li> <li>Effective organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations</li> <li>Strong interpersonal skills and demeanor</li> <li>Strong computer research skills including Westlaw, RIA, and ALIS.
