<div id="jobDescriptionText" class="jobsearch-jobDescriptionText jobsearch-JobComponent-description css-kqe8pq eu4oa1w0"><p>CITY OF FLINT</p> <p>Class Title: Assistant City Attorney</p> <p>Job Code Number: NA</p> <p>Established: November 14, 2003</p> <p>Bargaining Unit: Appointed/Contractual</p> <p>SALARY RANGE: $65,556.50 - $81,508.96</p> <p>GENERAL STATEMENT OF DUTIES:</p> <p>Under the direction of the City Attorney or his/her designee is responsible for performing a variety of professional legal work in civil and criminal litigation, providing legal opinions and advice to City employees and officials, performing legal research, and investigating claims against the City.</p> <p>SUPERVISION RECEIVED:</p> <p>Works under the general supervision of the City Attorney or his/her designee who reviews work for conformance and compliance with departmental standards.</p> <p>SUPERVISION EXERCISED:<br>May exercise partial supervision over clerical staff in the Department of Law.</p> <p>ESSENTIAL DUTIES AND RESPONSIBILITIES:</p> <p>Appears before state and federal agencies and courts to represent the interests of the city, its departments, agencies, officials and employees.</p> <p>Prosecutes criminal misdemeanors and civil infractions to include determining whether to authorize a warrant, accept plea-bargains, reduce charges, or take a case to trial.</p> <p>Serve as on-call attorney for the Flint Police Department on weekends to determine whether a complaint and warrant should be authorized.</p> <p>Conducts all stages of criminal, civil, and administrative litigation, including but not limited to case review, discovery, motion practice, trial and appeals.</p> <p>Works with, interprets, analyzes, and responds to requests for information under the Freedom of Information Act.</p> <p>Prepares drafts, analyzes, reviews and issues opinions concerning legal documents including contracts, agreements ordinances, court documents, resolutions, complaints, summons, and leases and engages in negotiations regarding the same.</p> <p>Evaluates, assesses, and investigates internal complaints of employees based upon violation of City policies.</p> <p>Attends meetings of City boards, agencies and other organizations providing legal counsel and advice upon request.</p> <p>Drafts and reviews legal opinions of the City Attorney.</p> <p>Drafts notices, resolutions, and ordinances.</p> <p>Provides in-house training pertaining to laws, policies, and procedures in conjunction with the Department of Human Resources.</p> <p>Maintains records and prepares reports and correspondence related to the work.</p> <p>Researches and provides legal advice to City officials, employees, and departments.</p> <p>Engages in settlement negotiations with parties involved in litigation matters.</p> <p>Performs related work as required.</p> <p>MINIMUM ENTRANCE REQUIREMENTS:</p> <p>Graduation from an accredited law school.</p> <p>Knowledge of common law, State and Federal laws, and constitutional provisions affecting City government; local laws, ordinances and precedents pertaining to criminal offenses; court procedures and rules of evidence.</p> <p>Skill in legal case preparation.</p> <p>Skill in the use of a personal computer to perform research and draft reports, opinions, and other legal-related documents.</p> <p>Working knowledge of the structure and function of local government.</p> <p>Skill in applying legal knowledge to varied problems; conducting legal research; briefing non-lawyer clients, and the preparation and presentation of court cases.</p> <p>Ability to establish and maintain effective working relationships with court personnel, City officials and the general public.</p> <p>NECESSARY SPECIAL REQUIREMENTS:</p> <p>License to practice law in the State of Michigan and a member in good standing with the State Bar of Michigan.</p> <p>Valid State of Michigan Drivers’ License.</p> <p>PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
