<div id="jobDescriptionText" class="jobsearch-jobDescriptionText jobsearch-JobComponent-description css-1g5l52w eu4oa1w0"><div> <div> <div> <div> Assistant General Counsel – Law <div></div> <div> <br> Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking an Assistant General Counsel (AGC) for Commercial Markets and Government Programs. The AGC will support the Vice President, Law in this key priority area and work closely and collaboratively with member companies and colleagues PhRMA-wide. </div> <div></div> <div> <b><br> The AGC will:</b> </div> <div> <div> <div> <ul> <li> Serve as in-house legal counsel on laws, regulations, and sub-regulatory guidance that affect coverage and reimbursement of biopharmaceutical products in the commercial market including the Affordable Care Act exchanges.</li> <li> Provide legal counsel on commercial health insurer, group health plans, and PBM policies affecting drug reimbursement and coverage and help advance PhRMA advocacy to lower patient out of pocket costs and increase access to medicines.</li> <li> Advocate on behalf of PhRMA and provide, coordinate and supervise the development of legal analyses relating to federal legislation, regulation and sub-regulatory guidance on issues relating to such advocacy.</li> <li> Review and interpret legislative text and draft legislative text or amendments on relevant issues.</li> <li> Work collaboratively with PhRMA departments such as Policy and Research, Federal Advocacy, and State Policy to develop policies and strategies for regulatory and legislative initiatives.</li> <li> Provide necessary legal and analytical support to member company lawyers participating in the Federal Programs Legal Work Group and other Legal Work Groups as needed.</li> <li> Manage and supervise external counsel on legal issues relating to the commercial market and reimbursement.</li> <li> Perform other duties as assigned.</li> </ul> </div> <div> <b><br> Key Success Factors</b> <br> <b> </b>PhRMA seeks a collaborative, proactive, self-starter who is passionate about patient access to medicines and addressing the healthcare challenges we face today. The ideal candidate for this role will think strategically, demonstrate exceptional regulatory and legislative knowledge, have a long-term policy vision, and effectively manage the work of external counsel. Key success factors for this role include intellectual curiosity, strong interpersonal and communication skills and a team focus, paired with the ability to work independently. The successful candidate should be adaptable, be able to reprioritize/shift gears quickly and be comfortable in a high-pressure environment. </div> </div> </div> <div></div> <div> <b><br> Professional Experience / Requirements</b> </div> <ul> <li> JD with a minimum of 10 years of experience in a law firm, as counsel in a company in the pharmaceutical supply chain or insurance industry, or in a health care focused trade association, as a Congressional staffer with health or insurance experience, or as a lawyer in a relevant state or federal government department or agency;</li> <li> Experience in commercial health insurance and/or ACA exchange policies;</li> <li> Strong relationship building skills, professional presence and diplomacy;</li> <li> High level of emotional intelligence;</li> <li> Strong strategic thinking skills and acute political sensitivity;</li> <li> Exceptional written and verbal communication skills; and</li> <li> Ability to engage others and inspire confidence.</li> </ul> <div> <b> Who we are</b> <br> <b> </b>The Pharmaceutical Research and Manufacturers of America (PhRMA) represents the country’s leading innovative biopharmaceutical research companies, which are devoted to discovering and developing medicines that enable patients to live longer, healthier and more productive lives.
