If you have experience drafting and implementing Medicaid or health policy, procedures, or regulations this is the right position for you. <br> <br> Job Duties: <br> As a member of the Division of Medicaid and Long-Term Care Policy Unit this position is integral to: <br> <ul> <li>Develop and maintain Medicaid policy for the State.</li> <li>Ensure program policy is in compliance with federal regulations, federal</li> </ul> laws, state laws. <br> <ul> <li>Analyze and formulate policy positions and procedures for the Medicaid</li> </ul> program, which includes policies for eligibility, service coverage, provider <br> requirements, and managed care. <br> <ul> <li>Write position papers, impact statements, regulations, federally required</li> </ul> forms, and other documents to formulate policy material for the Medicaid <br> program. <br> <ul> <li>Conduct research and meet with other department staff, including</li> </ul> executive level leadership. <br> <ul> <li>Draft proposals and present information to leadership.</li> <li>Establish and maintain relationships with state and federal governmental</li> </ul> agencies and local community groups involved with program activities <br> and/or functions.; and <br> <ul> <li>Review and analyze Medicaid eligibility to respond to case specific</li> </ul> questions. <div></div> <div> <br> Qualifications/Requirements </div> <div> Minimum Qualifications: Bachelor’s degree, OR equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement. </div> <div></div> <div> Preferred: <br> <ul> <li>Prior experience determining eligibility for Medicaid; specifically for aged, disabled, blind and long-term care, and/or possession of a Juris Doctor (JD) degree from an accredited law school.</li> <li>Demonstrated proficiency in research and analysis of federal and state regulations, trusts, burial documents, deeds, and other legal documents.</li> <li>Experience advising on complex matters related to Medicaid and Long Term Care policy and providing strategic guidance.</li> <li>Proven ability to collaborate effectively with internal teams and external stakeholders.</li> <li>Excellent communication and interpersonal skills, with the ability to convey complex concepts clearly and persuasively.</li> </ul> </div> <div></div> <div> <br> Knowledge/Skills/Abilities </div> <div> Knowledge of: procedure and policy development; federal and state laws, rules, regulations and procedures pertaining to Medicaid and/or other health and human services programs </div> <div> Skill in: effective communication, interpreting and/or clarifying policy, independent research </div> <div> Ability to: work collaboratively in a team setting; establish and maintain positive relationships with agency staff and external partners; communicate effectively to promote, explain, discuss, and interact with interested groups on various program issues; prepare and review documents such as summaries of state and federal regulations and reports; understand, interpret and apply laws, rules, policies and procedures pertinent to the program; exercise independent thinking skills; maintain liaison with community representatives and other governmental agencies. </div> <div></div> <div> <br> Benefits </div> <div> We offer a comprehensive package of pay, benefits, paid time off, retirement and professional development opportunities to help you get the most out of your career and life.
