The pay rate is commensurate with education and/or experience within fiscal constraints. Simply download your resume and the system will fill in the required information. <b><i>At the end of the process, before submitting your application, please remember to attach your resume again, one more time. </i></b>Thank you! </div> </div> <div> <b>Examples of Work</b> </div> <div> <ul> <li>Draft legislation, rules and regulations, policies and procedures, contracts, and other necessary legal documents related to federally funded broadband programs.</li> <li>Provide legal guidance on federal and state laws, regulations, and policies and procedures for statewide broadband deployment to ensure the legal requirements of federal grants administered by the Broadband Office are met.</li> <li>Partner with the Broadband Director in the administration of federal broadband grant funding, including development of contract templates and negotiation of terms and conditions.</li> <li>Advise on the state’s challenge process for grants funded through the Federal Broadband Equity, Access, and Deployment Program (BEAD).</li> <li>Prosecute regulated entities for violations of statutes and Broadband regulations.</li> <li>Coordinate with state and federal agencies and other stakeholders to deploy broadband across Nebraska.</li> <li>Monitor activity and orders issued by the Federal Communications Commission (FCC), the National Telecommunications and Information Administration, the U.S. Department of the Treasury, and other relevant entities to ensure federal grant compliance.</li> </ul> </div> <div> <b>Qualifications / Requirements</b> </div> <div> <div> REQUIREMENTS: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies. <br> <br> LEGAL REQUIREMENTS: In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar. <br> <br> PREFERRED: <br> <ul> <li>Three years’ experience advising on telecom policy issues to include interpretation of federal regulations and policies.</li> <li>Eight years' related work experience, including working with Nebraska Government and/or with the telecommunications industry is a plus but not required.</li> <li>Three or more years of experience in contract management, negotiation, and compliance.</li> <li>Experience with grants, legislation, rules and regulations, contract preparation and review, and requests for proposal preferred.</li> </ul> <br> OTHER: A valid driver's license or the ability to provide independent authorized transportation is required. Regular and reliable attendance is also required. </div> </div> <div> <b>Knowledge, Skills and Abilities</b> </div> <div> <ul> <li>Technological aptitude sufficient to provide legal support for a dynamic and developing department.</li> <li>Ability to communicate effectively with executive branch, top management, various state, federal and local officials, news media, trade associations, legislature, and congressional representatives and their staff.
