The salary range for this position is $103,977-137,770/annually, based on experience and education. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days. </div> <div></div> <div> What You’ll Do </div> <div> The Denver City’s Attorney’s Office seeks an Associate Assistant City Attorney (ACA) to serve as a member of the Legislative Counsel Section. The Legislative Counsel Section represents the 13 elected members of Denver City Council, handles the CAO's legislative matters, and advises municipal clients on highly complex issues of municipal law. Additionally, from January to May, the Legislative Counsel Section assists the Mayor and the City Council to formulate positions on state legislation introduced in the Colorado General Assembly. </div> <div></div> <div> As part of this process, the Section assists other offices in gathering information, determining the potential impact of such proposed legislation on City operations, and developing a strategy for the City's response. The Legislative Counsel Section also strives to stay abreast of all changes in the law that may impact the city at the local, state, and federal level. We are seeking a candidate with experience in a general municipal law practice, including state-local preemption, home rule authority, TABOR, open records laws, quasi-judicial hearings, state and federal constitutional questions, land use law, municipal finance, and charter and code interpretation. </div> <div></div> <div> Job duties for Associate Assistant City Attorney in the Legislative Counsel Section include: </div> <ul> <li> <div> Conducting legal research and drafting legal memoranda for questions from members of Denver City Council and City Agencies </div></li> <li> <div> Drafting complex legislation, including charter amendments, ordinances, and resolutions requested by members of Denver City Council </div></li> <li> <div> Monitoring statutory changes in state and federal law that may impact the City </div></li> <li> <div> Monitoring state and federal case law for decisions that may impact the City and briefing various sections of the CAO </div></li> <li> <div> Assisting in responding to open records requests </div></li> <li> <div> Balancing internal and external pressures in a fast-paced, ever-changing environment </div></li> <li> <div> Managing issues that arise during both regular business hours and off hours, including weekends and holidays, in a calm and thoughtful manner, and ensuring lines of communications are open and transparent </div></li> <li> <div> Performing other related duties as assigned </div></li> </ul> <div></div> <div> About You </div> <div></div> <div> What You’ll Bring </div> <div> We are looking for an individual who exhibits sound legal judgment and understands the City's unique and diverse demographics. The Legislative Counsel Section operates at the intersection of law and policy and the ACA must be able to factor in political considerations when rendering legal advice. </div> <div></div> <div> The preferred candidates will be attorneys who have experience with the following: </div> <ul> <li> <div> Experience working in a municipal attorney’s office </div></li> <li> <div> Experience working with state or local legislative bodies </div></li> <li> <div> Experience advising legislative bodies and working in a political environment </div></li> <li> <div> Experience advising administrative agencies or legislative bodies on quasi-judicial procedures </div></li> <li> <div> Extensive knowledge of the local, state, and federal legislative process </div></li> <li> <div> Extensive experience researching and drafting legislation or legal memoranda </div></li> <li> <div> A strong understanding of the interplay between federal, state, and local law </div></li> <li> <div> Experience working in a collaborative environment </div></li> </ul> <div></div> <div> Required Minimum Qualifications </div> <ul> <li> <div> Education requirement: Doctor of Jurisprudence Degree or Bachelor of Law Degree. </div></li> <li> <div> Experience Requirement: Two (2) years of experience as an attorney at law. </div></li> <li> <div> Education/Experience Equivalency: No substitution of experience for education is permitted. </div></li> <li> <div> License/Certifications: Possession of a license to practice law in Colorado from the Colorado Supreme Court by the date of hire or a reasonable expectation of becoming licensed by the Colorado Supreme Court by the date of hire in accordance with C.R.C.P. 203.2, 203.3, 203.4 and 205.6. </div></li> <li> <div> Licenses and certifications must be kept current as a condition of employment. </div></li> </ul> <div></div> <div> Application Deadline </div> <div> This posting will accept applications until 11:59 PM on Sunday, August 18, 2024.
