Primary emphasis will be on formulation of DOR policy, researching and drafting regulations, revenue rulings, complex tax-related inquires, research and interpretation of sales and income-tax related issues, and similar work. Draft and review tax forms, revenue rulings, and information guides related to mandates and interpretations of the state's revenue laws. <br> <br> 2. Draft and prepare correspondence, regulations, legislation, and other legal documents and provides technical legal assistance to other agency staff, agency management, and staff of the legislative and executive branches. <br> <br> 3. Conduct legal research and investigates issues to ensure information is gathered for responding to tax-related inquiries and to facilitate the administration and enforcement of agency statutory authority. <br> <br> 4. Confer with Policy Manager and other agency staff, practitioners, and taxpayers to exchange and prepare information on facts and issues of technical tax-related inquiries or issues. <br> <br> 5. Represents DOR in meetings with practitioners, taxpayers, and other interested parties related to the interpretation and application of revenue laws and agency rulings, regulations, and administrative positions. <br> <br> 6. Interprets and applies court decisions and administrative rulings to respond to technical inquiries from taxpayers, practitioners, and other interested parties, and to ensure adherence to them by DOR staff. <div></div> <div> <br> Minimum Qualifications: for an Attorney Ill: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies. </div> <div></div> <div> Minimum Qualifications for an Attorney II: One year of experience as an attorney practicing law and providing legal services such as preparing cases, advising clients, and/or interpreting laws or </div> <div> administrative policies. </div> <div></div> <div> Minimum Qualifications for an Attorney I: Graduation from an accredited school of law and admission to the Nebraska Bar. </div> <div></div> <div> PREFERRED: candidates with experience in the area of tax law and administration or legislation and knowledge/experience in developing, analyzing, or otherwise working with tax issues related to the areas of individual and business income tax and sales tax. Additional preference given to candidates with Department of Revenue tax policy related experience including preparing and drafting legal documents and tax forms. </div> <div></div> <div> Salary may be commensurate with education and experience if approved. </div> <div></div> <div> The Attorney III minimum starting rate is $71,760 annually with a 5% increase after successful completion of the six month probationary period. This position may be understaffed at the lower Attorney levels (II or I) in the event the candidate does not fully meet the Attorney III qualifications. </div> <div></div> <div> The Attorney II minimum starting salary is $58,623 with a 5% increase after successful completion of the six month probationary period. </div> <div></div> <div> The Attorney I minimum starting salary is $50,721 with a 5% increase after successful completion of the six month probationary period. </div> <div></div> <div> A candidate hired as an Attorney I or II must demonstrate the ability to advance to the Attorney III level. </div> <div></div> <div> <br> OTHER: In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of 1943, incumbents in this class must be admitted to the Nebraska Bar. We will consider candidates who have graduated with the minimum qualifications that are taking the next February or July bar exam that will be sworn in during April or September respectively.
