<div id="jobDescriptionText" class="jobsearch-jobDescriptionText"><div> <div> <h2 class="jobSectionHeader"><b>Duties</b></h2> <p>The Office of General Counsel (OGC) seeks an attorney with experience in ethics to join its dynamic, high-performing team. You will provide a full range of day-to-day consultation and advice in support of OPM's ethics program, as well as legal advice and representation to OPM leaders on a wide variety of issues relating to both the internal work of OPM, as well as OPM's governmentwide policies, oversight, and programs that support more than 5 million Federal employees, annuitants, survivors, and family members. The work is diverse, fast-paced, and involves collaborating with a collegial group of colleagues to analyze interesting and novel questions of law. Major duties and responsibilities include:<br> <b>Managing the day-to-day operations of the ethics program in support of the Designated Ethics Official and Alternate Designated Ethics Official. This includes:</b> </p> <ul> <li> <ul> <li>Providing expert consultation and advice to employees from across the agency on ethics concepts, regulations, and laws; </li> <li>Preparing well-organized and well-reasoned responses to ethics-related inquiries and requests for advisory opinions on the full range of ethics subjects, including conflicts of interest, outside employment and activities, gifts, and post-government employment;</li> <li>Developing, conducting, overseeing, and tracking compliance with ethics training, including new employee orientation and other ethics briefings as required; </li> <li>Reviewing ethics related materials for legal sufficiency;</li> <li>Conducting independent research, interpreting, analyzing, and applying complex ethics laws and regulations;</li> <li>Collecting, reviewing, and certifying highly complex public and confidential financial disclosure reports, and advising on nominee clearance for Presidential appointments; </li> <li>Serving as a liaison with the Office of Inspector General, Office of Government Ethics, and other Federal agencies; </li> <li>Enforcing regulatory and statutory requirements; </li> <li>Reporting suspected violations of ethics law and regulations; and</li> <li>Providing guidance on related areas of law, such as procurement integrity and rules governing partisan political activity.</li> </ul></li> </ul> <b>Providing legal advice and representation to OPM leaders on a varied and interesting portfolio of additional work. This includes: </b> <ul> <li> <ul> <li>Advising and counseling OPM offices on a range of policy and legal issues; </li> <li>Supporting the Department of Justice on litigation affecting OPM; and </li> <li>Reviewing and commenting on a wide variety of existing and proposed legislative and regulatory proposals. Potential subject matters include personnel, procurement, and Federal employee insurance, compensation, and retirement matters. </li> </ul></li> </ul> </div> <p></p> <div> <h2 class="jobSectionHeader"><b>Requirements</b></h2> <h3 class="jobSectionHeader"><b>Conditions of Employment</b></h3> <ul> <li>Must be a U.S. Citizen or National.</li> <li>Males born after 12-31-59 must be registered for Selective Service.</li> <li>Suitable for Federal employment, determined by a background investigation.</li> <li>May be required to successfully complete a probationary period.</li> <li>Must be a member in good standing of the Bar of a State, territory of the United States, or the District of Columbia.</li> <li>Appointments made from this announcement are exempt from competitive service.</li> </ul> <div> <h3 class="jobSectionHeader"><b>Qualifications</b></h3> <div> <b>Basic Qualifications:</b> <ul> <li>A J.D. from a law school accredited by the American Bar Association;</li> <li>Active membership, in good standing, of the Bar of a State, territory of the United States, or the District of Columbia; and</li> <li>Demonstrated expertise necessary to properly apply the Ethics in Government Act, Executive Orders related to ethics, and the ethics regulations at 5 C.F.R. Part 2600, and other applicable statutes and regulations.</li> <li>Demonstrated knowledge of financial instruments necessary to review financial disclosure reports submitted by officers and employees of the agency.</li> <li>To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of experience comparable in difficulty and responsibility to at least the GS-13 level in the Federal service.
